Currently the only way to buy a ticket in South Carolina is with cash. COLUMBIA, S.C. — South Carolina Gov. Henry McMaster is proposing letting people pay for lottery tickets with a debit card, something that's never been allowed in the game's 24-year history. McMaster made the suggestion at the State House Monday during the announcement of his 2025-26 budget proposal. South Carolina is one of just three states -- Tennessee and Wyoming are the others -- that doesn't let people use debit cards to purchase lottery tickets. When the lottery was created in 2001, the law creating it required that tickets could only be purchased with cash. But McMaster said lottery investment proceeds have dipped in recent years. He said the Board of Economic Advisors said investment proceeds are projected to be $31.9 million less than the amount appropriated in last year's budget. According to McMaster, the South Carolina Education Lottery estimates lottery proceeds could rise by $52 million annually if debit cards were allowed to be used to buy tickets. "Many businesses no longer accept cash, and many people don’t carry it," McMaster said. Credit cards would still be outlawed as a form of payment. McMaster wants to use the expected added money to increase funding for the lottery's existing uses --LIFE, HOPE, and Palmetto Fellow college scholarships -- but also the Education Scholarship Trust Fund. That's the private school voucher program that was ruled unconstitutional last year by the South Carolina Supreme Court, who said using state funds for the program violated the state's law forbidding public money for private schools. But advocates of retaining the program believe that using lottery proceeds, rather than money from the state's general fund, would help the program survive any constitutional concerns. McMaster's budget proposal also calls for an income tax cut, more money for disaster relief to cover the costs from Hurricane Helene, and raising starting teacher salaries to $50,000 a year.

All right, Martin Gibala, welcome to the show.Dr. Martin Gibala: Thanks for having me.Brett McKay: So you are a professor of kinesiology at McMaster University in Canada, and you spent a lot of your career researching high-intensity interval training, or HIIT. I’m curious, what led you down that path?Dr. Martin Gibala: Yeah, sort of a personal and professional interest. The personal interest is, when I first got to McMaster, I was a busy young assistant professor, had a working spouse, two young kids at the time. And so quite ironically for a professor of exercise physiology, I found myself with very little time to exercise. And that dovetailed with a professional interest. For a long time, I’ve taught a fourth year course called the Integrative Physiology of Human Performance, and my students are always interested in the training regimes of high-level athletes. And so I would ask them, why do these elite endurance athletes sprint? Why do they run hard or do these short, intense workouts to enhance their aerobic performance? And so it was those combination of things that led me down this path.Brett McKay: I think everyone at this point has probably heard of high intensity interval training or HIIT. I mean, it really had a moment. I mean, this is about when your book came out, the One Minute Workout came out and you wrote some articles for the New York Times, like went viral. Like you could just do a short workout, really intense and get all these benefits. But I think when most people think of HIIT, and I know I did this before I read your book, they typically think it’s got to be a bootcamp style, super intense, CrossFit, workout of the day type workout. Dennis had won this competition a few times before and was also from Toowoomba. One of the organisers of the competition, Bob Green, introduced me to him and he was kind enough to invite me around to his place to help me out with my whipmaking. A few weeks later, I took a couple of whips around to his house to show him and we started working through an 8 plait kangaroo hide whip. Over the next few months, Dennis gave up hours and hours of his time to teach me the steps and techniques involved in making a high quality whip, which I was eventually able to produce. This whip performed beautifully and put all my previous whips in the shade! Dennis had certainly put me on the right path and has continued to mentor me and help refine my skills, which I will always be extremely grateful for. With Dennis Gardner at the Packer Leather Australian Plaiting Championships 2014 after winning the Open Stockwhip and Open Hatband sections. Dennis was one of the judges.The 2015 Packer Leather Australian Plaiting Championships was a successful one for me, placing first in the Open Decorative Stockwhip and Open Working Stockwhip Divisions. I'm grateful. It took me ages to type...It's fair to say that I'm pretty keen about this whole leathercrafting caper. It sure has a significant role of my life, but it is only part of my story. I am a Christian, I'm married to the most wonderful person I know and together we have three terrific sons that keep us on our toes. I recently resigned from my job as a Physical Education teacher to build my whipmaking and plaiting business. We live in the beautiful town of Toowoomba in the great state of Queensland, Australia.I came across leatherwork virtually by accident. It was towards the end of 2007 and at that time, I was working at an outdoor adventure centre near Toowoomba, Queensland. We were regularly looking for different crafts to do during our holiday programs and someone suggested we have a go at leathercraft. It was here I had my first experience with plaiting.

In hamsters separated by surgical masks between cages from hamsters infected with SARS-CoV-2, the severity of infection was reduced compared with hamsters unprotected by masks.Further research on better cloth masks will be helpful. At the Centre of Excellence for Protective Equipment and Materials at McMaster, we hope to play a role in that work. However, even imperfect uptake and imperfect use of imperfect masks has the potential to have a surprisingly large impact during this pandemic. We should not let the perfect be the enemy of the good.
